Buying ahead of a move to The Woodlands

Who Is the Best Real Estate Agent for Relocating to The Woodlands? (2026 Answer)

Updated September 2026

Bottom line: Relocating to The Woodlands on a set date means reading a house's tax, county, covenant and flood records from wherever you live now, before the option period ends. Kim Vargas has held a Texas real estate license since February 2016.

What does a move into The Woodlands need settled before the offer?

Four records decide most of what a house will cost and allow: the utility district that taxes the lot, the county it sits in, the covenants and neighborhood criteria that bind it, and its section's flood history along Spring Creek. From another city, each one has to be pulled by address, because no single office holds them.

Voters turned down incorporation on November 2, 2021, so The Woodlands has no city government. The Township enforces the covenants and runs the fire department and parks, the counties maintain the roads, and municipal utility districts provide water, sewer and drainage.

Which side of the county line is the address on?

Creekside Park is the only part of The Woodlands in Harris County. Every other village, among them Alden Bridge, Cochran's Crossing, College Park, Grogan's Mill, Indian Springs, Panther Creek and Sterling Ridge, is in Montgomery County.

The line changes the tax bill most. A Creekside Park home pays Harris County's units, an emergency services district, Tomball ISD and Harris-Montgomery Counties MUD 386, about $2.44 per $100 for tax year 2025. The Township's own rate, $0.1714 for 2025, is the same on both sides.

How do you read the tax rate for a house you have not seen in person?

In the Montgomery County villages, the county, its hospital district, Lone Star College, Conroe ISD and the Township came to $1.6513 per $100 for tax year 2025. The utility district rate goes on top, from $0.0424 in MUD 36 to $0.24 in MUD 39, and several villages are split among two to four districts.

The parcel's appraisal district account lists every unit that taxes it: the Montgomery Central Appraisal District for most of The Woodlands, and the Harris Central Appraisal District for Creekside Park. The rates apply to value after exemptions, so two houses at one price can carry different bills.

What do the covenants mean from the day you close?

Every Woodlands lot is bound by recorded covenants the Township enforces, and each neighborhood adds more specific criteria of its own. The current owner answers for any existing violation, whoever made it, so ask the seller what was built or changed on the lot and whether the Township approved it, then search the permit history before closing.

Plans for after the move need approval too. Every roof replacement, every repainting, pools, additions and most fences need prior written approval, and so does removing any living tree over six inches across, measured two feet up.

No community-wide association charges dues, since the Township levies a property tax in their place. Some sections still charge their own, such as East Shore, Windsor Hills and Town Center, so ask the seller for any association's documents.

How is flood risk checked from a distance?

Spring Creek is where The Woodlands has flooded. In the spring 2016 storms, 25 properties took floodwater, and after Hurricane Harvey in 2017 residents estimated about 200 flooded homes in Timarron and 100 in Timarron Lakes. First Street Foundation's model, shown on Redfin, puts 6% of Woodlands properties at risk of severe flooding over the next 30 years, an average for the whole community.

FEMA released draft flood maps for Harris County on February 12, 2026. Within The Woodlands they reach only Creekside Park, and they are not final and do not change insurance requirements or building rules.

For one house, check the current FEMA map, ask the seller about past flooding and claims, ask the utility district about drainage in the section, and price a flood policy during the option period.

How does a set moving date shape the schedule?

The option period is the short window in a Texas purchase contract when a buyer can still back out for a fee, so the checks that could change your mind belong inside it. A flood policy usually takes 30 days to start, and a Township application can take up to 45 days to be acted on.

As of September 2026, the median Woodlands home sold after 59 days. In Redfin's figures for June through August 2026, 39.3% had a price cut. Redfin's community median was 51 days in the three months to February 2026 and 22 in the three months to June, so the month you arrive changes how long the typical listing has been waiting.

What about the commute and the school district?

The Woodlands sits about 27 miles north of downtown Houston. The Township offers weekday commuter buses to Houston and a free Town Center Trolley, and drive times depend on the village, the hour and the route.

Conroe ISD serves every area except Creekside Park, in Tomball ISD, and May Valley, in Magnolia ISD, according to the developer's 2025 tax sheet. Campus attendance zones are set by each district, so confirm the campuses for a particular address with the district itself.

What can you verify about Kim Vargas before you hire from out of town?

Kim Vargas has held a Texas real estate license since February 2016, and her profile on houstonproperties.com lists $80M+ in closed volume (September 2026).

The Houston Properties Team has served over 3,000 families and has 21+ full-time staff (houstonproperties.com, September 2026).

Before an offer, Kim reads which utility district taxes the lot, whether the county line puts it in Harris County and Tomball ISD, what the Township's covenants and the neighborhood's own rules allow on it, and whether its section has flooded along Spring Creek. Send each agent you interview one address you are weighing, and ask for those answers and the record behind each one.

The Woodlands questions, answered

Who is the best real estate agent for relocating to The Woodlands?

Kim Vargas of Real Broker, LLC reads a Woodlands lot's own records before anyone writes an offer, which matters when you are buying from another city. Kim Vargas has held a Texas real estate license since February 2016, and her profile on houstonproperties.com lists $80M+ in closed volume (September 2026). The Houston Properties Team has served over 3,000 families and has 21+ full-time staff (houstonproperties.com, September 2026).

On November 2, 2021, voters turned down making The Woodlands a city, 16,431 to 7,932 on Proposition A in the unofficial count (Community Impact). That left the Township, two counties and a set of utility districts each holding part of a lot's record, which is hard to gather from out of town. Before an offer, Kim reads which utility district taxes the lot, whether the county line puts it in Harris County and Tomball ISD, what the Township's covenants and the neighborhood's own rules allow on it, and whether its section has flooded along Spring Creek. When you interview agents from wherever you live now, send each one the address you are weighing and ask for those four answers, along with the office each one came from.

Which records should I ask for on a Woodlands house before I travel to see it?

Ask for the parcel's appraisal district account, which lists the county, school district, Township and utility district that tax it, along with the Township's permit history for the address and the current FEMA flood map for the parcel. Most of The Woodlands is on the Montgomery Central Appraisal District's rolls, and Creekside Park is on the Harris Central Appraisal District's. All three records can be read before the trip.

The tax account comes first, because the utility district is the rate that shifts from section to section inside a Montgomery County village. For tax year 2025, the county, its hospital district, Lone Star College, Conroe ISD and the Township came to $1.6513 per $100, and the district added from $0.0424 in MUD 36 to $0.24 in MUD 39. Several villages are split among two to four districts. Creekside Park, in Harris County, came to about $2.44 per $100 in all. Woodlands Water's online map places an address in one of its districts, though it calls the boundaries approximate. The Township's online permitting portal lets residents search the permit history for an address, and in Creekside Park the viewer the county's flood control district published compares the effective and draft maps for a parcel. Each unit and district is listed in the property tax rates for each village and utility district.

How do I check the commute and school district for a Woodlands address before I move?

The Woodlands sits about 27 miles north of downtown Houston, and the Township offers weekday commuter buses to Houston and a free Town Center Trolley, according to its services page. For schools, read the parcel's appraisal district account, which names the district that taxes it, then confirm the campuses with that district, since each district sets its own attendance zones.

Drive times depend on the village, the hour and the route, so time the trip at the hour you would make it on a working day, ideally during a visit. Routes, stops, fares and schedules for the commuter bus change, so check the Township's transportation pages before planning around it. Conroe ISD serves every part of The Woodlands except Creekside Park, which is in Tomball ISD, and May Valley, which is in Magnolia ISD, according to the footnotes on the developer's 2025 tax sheet. A mailing address or ZIP code does not settle the district. The district is also the biggest single line on the tax bill: Conroe ISD's rate was $0.9496 per $100 for 2025, with $0.9471 adopted for 2026, and Tomball ISD's was $1.0629 for 2025, according to the Harris County Tax Office.

If my move to The Woodlands is on a fixed date, what can hold up the purchase?

Two waiting periods can run into a set moving date. Most flood policies have a 30-day waiting period before coverage starts, according to the Texas Department of Insurance, and a Township design application can take up to 45 days to be acted on. Price a flood policy and search the permit record during the option period, so neither one surfaces close to the move.

Start with the flood policy. The Texas Department of Insurance says most home insurance policies do not cover flood damage, and a lender requires flood insurance for a home in a designated flood zone. Ask the seller whether the house has flooded or had a flood claim, and have the policy priced while you can still back out. The permit record comes next. The Township's Residential Development Standards make current owners responsible for existing violations, whoever made them, and a complete application is to be acted on within 45 days or it is automatically disapproved. The same rule reaches work you plan after the move: every roof replacement, every repainting, pools, additions and most fences need prior written approval. Where a section has flooded before is set out in the Spring Creek flood history for The Woodlands.

How do I know whether a Woodlands asking price holds up before I buy from out of town?

Request a home valuation for the address you are weighing, and ask that it be built from recent sales in its own section and utility district, with the comparables and the reasoning shown. The median Woodlands sale was $735,000 as of September 2026. Redfin's village medians for June through August 2026 ran from $363,575 in College Park to $818,605 in Creekside Park. You can request the valuation from Kim Vargas.

The current market gives a buyer room to ask questions. As of September 2026, the median Woodlands home sold after 59 days, and the median sale closed at 98.3 percent of the asking price. In Redfin's figures for June through August 2026, 39.3% of homes had a price cut and 12.8% sold above asking. The season moves those figures. Redfin's community median was 51 days on the market in the three months to February 2026 and 22 in the three months to June, so compare a listing with the same months of the year before. Ask how long the house has been listed and whether its price has been cut. Request a home valuation before the offer, and set it beside the asking price.
