The Woodlands Property Tax Rates by Village and Utility District: 2025 Totals and the 2026 Rates Already Set

Bottom line: For tax year 2025, a home in a Montgomery County village of The Woodlands paid between about $1.69 and $1.89 per $100 of value, depending on its utility district. Creekside Park, in Harris County and Tomball ISD, paid about $2.44.
Which taxes does every Montgomery County village home pay?
Five, before its utility district. For tax year 2025 they were Montgomery County at $0.3770 per $100 of value, adopted on September 5, 2025 and down from $0.3790; the Montgomery County Hospital District at $0.0473, adopted on September 2, 2025; Lone Star College at $0.1060, down from $0.1076; the Conroe Independent School District (Conroe ISD) at $0.9496, the same as the year before; and The Woodlands Township at $0.1714.
Together those come to $1.6513 per $100. The rates apply to taxable value, which is the appraised value less any exemptions the owner qualifies for, so two houses of the same price can pay different bills. Every figure on this page is a rate, not a bill.
What does each utility district add in The Woodlands?
A municipal utility district, or MUD, pays for water, sewer and drainage with its water and sewer fees and a property tax, and in the Montgomery County villages it is the one rate that changes from section to section. Woodlands Water manages ten districts in The Woodlands, and it reported that the nine residential ones cut their 2025 rates by an average of 2.8%.
The table adds each district's 2025 rate to the five shared taxes. The villages and areas in each row are the ones the developer's tax sheet assigns to that district; several villages are split among two, three or four districts, so the village alone does not settle a lot's rate.

Why is Creekside Park's tax rate higher?
Because nearly every unit on its bill is different. Creekside Park is the one part of The Woodlands in Harris County, so for 2025 it paid Harris County at $0.38096, the Harris County Flood Control District at $0.04966, the county hospital district at $0.18761, the Port of Houston Authority at $0.0059 and the Harris County Department of Education at $0.0048, plus Harris County Emergency Services District 11 at $0.03808, Lone Star College at $0.1060, Tomball ISD at $1.0629, Harris-Montgomery Counties MUD 386 at $0.43 and the Township at $0.1714.
That comes to about $2.4373 per $100, roughly 74 cents more than a Grogan's Mill section in MUD 36. MUD 386's rate fell from $0.44 for 2024 to $0.43 for 2025. May Valley, a small area the developer's sheet lists separately, is in Magnolia ISD and in MUD 386 or MUD 46; its figures are on that sheet only for 2024, so this page does not total it.
Which 2026 tax rates are already set in The Woodlands?
Several. The Township adopted $0.1694 per $100 on September 3, 2026, down from $0.1714, the maintenance and operations part of it by a 6 to 1 vote. Conroe ISD's board adopted $0.9471 on August 18, 2026, down from $0.9496. Woodlands Water's rate table shows every one of its residential districts lower for 2026 except MUD 39, which held at $0.24.
This page does not add up 2026 totals, because not every unit had published a 2026 rate where this page could read it in September 2026; Lone Star College's, for one, was not yet on the Harris County Tax Office's list.

Why does the developer's 2025 tax sheet show higher totals?
Because it carries the previous year's rates. The sheet is headed "2025 Taxes", but its own note says the figures are rates set in 2024 and payable in 2025. Its county rate is $0.3790, which Montgomery County lowered to $0.3770 for 2025, and its utility district rates are the 2024 ones every residential district has since cut.
The difference is small but real. The sheet puts Grogan's Mill's MUD 36 sections at $1.70 per $100, and the same stack for tax year 2025 comes to about $1.6937. The sheet is still the clearest published map of which utility districts serve which villages, and this page uses it for that and nothing else.
How do you find the tax rate for one Woodlands address?
Start with the parcel's account at its appraisal district, the Montgomery Central Appraisal District for most of The Woodlands and the Harris Central Appraisal District for Creekside Park. The account lists every unit that taxes the property. Woodlands Water's online map will also place an address in one of its districts, though its own note says the boundaries are approximate and should be confirmed with the district.
Add the rates the account lists, then apply them to the value left after the owner's exemptions.
What will this page not tell you about your own bill?
Your appraised value, your exemptions, or what the bill comes to. It also does not total Windsor Lakes, which pays the City of Conroe's tax, or the part of Grogan's Forest that pays the City of Shenandoah's, because the only published figures for those areas this page read are the developer's 2024 ones. And it does not total 2026 until every unit has set its rate.

The biggest differences for 2025 were Tomball ISD at $1.0629 against Conroe ISD's $0.9496, MUD 386 at $0.43 against $0.0424 to $0.24 for the Woodlands Water districts, and Harris County's county, flood control, hospital, port and education rates, which added to about $0.63 against $0.4243 for Montgomery County and its hospital district. Both sides pay Lone Star College's $0.1060. The Township's $0.1714 was the same in both counties.
Are property tax rates in The Woodlands going down for 2026?
Several are. The Woodlands Township adopted $0.1694 per $100 for 2026, down from $0.1714, and Conroe ISD adopted $0.9471, down from $0.9496. Woodlands Water's table shows every residential district's 2026 rate lower than 2025's except MUD 39, which stayed at $0.24. Not every other unit had published a 2026 rate by late September 2026.
A lower rate does not always mean a lower bill, because the bill also follows the appraised value. The Township's own notice says its 2026 rate raises more for maintenance and operations than the year before, which it calls an effective increase of 1.79 percent. Check the appraisal district's notice of value alongside the rates.
