I work with buyers and sellers in The Woodlands, and before anyone writes an offer I read the paperwork that comes with the lot: which utility district taxes it, since that is the part of the rate that changes from section to section; whether the county line puts it in Harris County and Tomball ISD; what the Township's covenants and the neighborhood's own rules allow on it; and whether its section has flooded along Spring Creek. For a seller I start with the Township's permit record for the house, because a buyer inherits any change the covenants never approved, and I would rather we find it before the house is listed.
